Panama City Leaders Weigh Big Changes for Downtown Marina

City leaders are reviewing early concepts that could reshape the downtown marina with more public space, better walkability, and major waterfront improvements.

Big ideas are taking shape for downtown Panama City’s marina, and city leaders are beginning to weigh what the future of this important waterfront space could look like.

During a recent workshop, Panama City commissioners reviewed new design concepts for the downtown marina area. The plans include more public space, improved walkability, and features designed to make the waterfront more inviting for both residents and visitors. Designs from Dover, Kohl & Partners

What the Panama City Marina Project Could Include

Among the ideas discussed were extending Harrison Avenue toward the marina, creating stronger connections between downtown and the waterfront, and adding an amphitheater that could host public events and community gatherings. An aquarium, museum or parking garage.

Leaders said the overall vision shifts the focus away from cars and more toward people, creating a space that feels open, usable, and community-centered.

Panama City Mayor Allan Branch said one of the strengths of the concept is the amount of space it would create for the public. He noted that the marina could become a place where residents and visitors can spend time, gather, and enjoy the waterfront in a more meaningful way than ever before.

Why This Downtown Panama City Development Matters

At the same time, city officials also raised important questions about how the project would be funded and how practical challenges would be addressed. Concerns mentioned during the discussion included the cost of construction, utility upgrades, and making sure boat slip access remains workable for the people who use the marina regularly.

Commissioner Brian Grainger expressed hope that the city would continue moving forward using data and planning to guide the next steps, rather than letting the conversation stall for years.

That sentiment reflects a broader goal shared by many local leaders: making progress while still carefully evaluating the long-term impact on taxpayers and the community.

The marina is a key part of downtown Panama City’s identity, and any transformation there could have ripple effects across the area. A more connected, walkable waterfront could help support local events, encourage more foot traffic downtown, and create new opportunities for business and tourism.

At the same time, the city will need to balance ambition with affordability and make sure the final plan reflects community priorities.

What Happens Next for the Downtown Marina

According to the workshop discussion, the next steps include finalizing a utility plan and putting 50 boat slips out for bid. The design concepts will also continue to be adjusted based on feedback before any final vote is made.

For many in Panama City, the marina is more than just a place for boats. It represents a major opportunity to shape how downtown grows in the years ahead.

Whether the final version looks exactly like the early concepts or changes along the way, one thing is clear: the conversation about the future of Panama City’s waterfront is moving forward.

As more details are released, residents will likely be watching closely to see how city leaders turn vision into action.
